Despite the growing penetration of Information and Communication Technology (ICT) in developing countries including India, the benefits of such improved access are only captured by a certain segment of society equipped with digital literacy. The gender divide and urban-rural divide are among the most striking. In rural India, only 3 out of every 10 internet users are women.
